Cut out a variety of angels from colored paper and paper dollies. Decorate, add pipe cleaner halos, faces, wings… Let them dry. Next cut a variety of ribbon pieces of different lengths and attach one end to angel and the other end to the mobile and secure them in place so the mobile balance. Tie a piece of string around the cross-section to allow you to hang the mobile in the perfect spot.
